Jean Cattan is currently acting as Counsel for the Future of Tech Institute, a European and independent think tank.
Over the last 20 years, he has served as Secretary General of the French Digital Council (Conseil national du numérique), as head of the national “Café IA” initiative, and as the advisor to the Chairman of Arcep. He was also a lecturer in digital law and regulation at several higher education institutions.
His contributions span landmark milestones in internet freedom, net neutrality, open device principles, EU law negotiations, and the fight against data retention and surveillance, with recent efforts focused on algorithmic pluralism and the democratisation of technology, including AI.
A trained lawyer with a PhD in digital communications law from Aix-Marseille University and degrees from La Sorbonne and the College of Europe, he is a prolific author and public commentator.
