Successful Diplomatic Training for Costa Rican Diplomats in January 2025

In January 2025, the College of Europe successfully hosted a comprehensive online training programme for Costa Rican diplomats, as part of the “EU Policy and Outreach Partnership – Mexico and Central America – EUPOP Phase 2” project, funded by the European Union. Running from 27 to 31 January, the programme aimed to enhance the diplomats’ knowledge of the European Union’s internal policies, foreign relations, and global challenges, while fostering valuable interaction with European experts.

Originally intended for senior diplomats, the training was expanded to include students from the Diplomatic Academy, following a collaborative decision between the Academy and the EU Delegation to Costa Rica. Over 30 participants took part in dynamic online sessions.

Key topics covered during the five-day programme included the EU’s institutional structure, decision-making processes, and its responses to global challenges such as climate change, security, and migration. A special focus was placed on the EU-Central America Association Agreement, with sessions dedicated to political dialogue, trade, and cooperation.

Experts from the College of Europe network, such as Professors Luis Bouza García, Cristina Ares Castro-Conde, María Luisa Sánchez Barrueco, and Susanne Gratius, contributed their insights. In addition, officials from the EU Delegation to Costa Rica and Costa Rican representatives enriched the discussions. These sessions provided participants with a deeper understanding of the EU’s policies and practices, fostering productive discussions and strengthening EU-Costa Rica relations.

The course was well-received, with participants gaining valuable insights into the EU’s functioning and its strategic priorities. The training concluded with a reflection on the future of EU-Costa Rica relations, further promoting greater cooperation in areas of mutual interest.
