Bernard DELBECQUE has served as Chairperson of the Occupational Pensions Stakeholder Group (OPSG) of the European Insurance and Occupational Pensions Authority (EIOPA) since October 2018. The OPSG acts as a key advisory body to EIOPA on occupational pension matters and brings together 30 members representing beneficiaries, employees, academics, IORPs, professional associations, and SMEs.

He is also a member of the Consultative Working Group of the Risk Standing Committee of the European Securities and Markets Authority (ESMA), which advises ESMA on consumer protection, sustainability, and financial innovation. Previously, he was a member of ESMA’s Group of Economic Advisers (2014–2018 and 2022–2023).

Until recently, Bernard was Senior Director for Economics and Research at the European Fund and Asset Management Association (EFAMA). In this role, he headed EFAMA’s research team and was responsible for its two flagship publications — the EFAMA Fact Book and the EFAMA Asset Management Report — as well as the Market Insights series. He also directed research projects on fund costs and performance, ESG market developments, household participation in capital markets, and investment product trends, while shaping EFAMA’s policy positions on pensions and promoting investor education initiatives.

Earlier in his career, Bernard worked as Adviser for International Monetary and Financial Affairs to the Belgian Minister of Finance and as an economist at the International Monetary Fund in Washington, D.C.

He holds a Ph.D. in Economics from the University of Pennsylvania and taught economics at the Catholic University of Louvain for nearly three decades.
