Stronger EU-Jordan Ties: Second Edition of Capacity Building Programme for Jordanian Diplomats and Civil Servants

The College of Europe is pleased to welcome a new cohort of 19 Jordanian diplomats and civil servants for the second edition of the EU-funded capacity building programme "Strengthen the Capacity of Jordanian Public Administrations for Enhanced EU-Jordan Relations." 

Following the successful implementation of the first edition in autumn 2025 with 19 participants as well, the initiative continues to enhance the knowledge, skills, and institutional capacities of Jordanian public administrations while contributing to stronger cooperation between the European Union and Jordan.

From 8 to 9 September 2026, the programme began with a high-level kick-off event in Amman, which brought together participants from a wide range of Jordanian institutions, alongside key partners and stakeholders. 

During the first day, participants explored the institutional architecture and decision-making processes of the European Union, with a particular focus on the role of EU institutions and bodies in its external action. The second day was dedicated to EU-MENA strategic relations, including the EU-Jordan Strategic and Comprehensive Partnership. The Amman component of the training concluded with a high-level closing ceremony followed by a networking event that gathered participants, representatives of the EU Delegation to Jordan and alumni from the programme's first edition, creating valuable opportunities for exchange and professional networking.

The training continues at the College of Europe in Bruges and through study visits to relevant EU institutions and bodies in Brussels from 28 September to 7 October 2026

During this period, participants will deepen their understanding of EU external action and EU-Jordan relations while strengthening practical skills directly applicable to their professional responsibilities. The programme covers a broad range of topics, including EU foreign policy, donor coordination and policy implementation, and combines academic input with practical workshops, case studies, simulations, and interactive exercises. Networking, social and cultural activities will further enable participants to engage with European counterparts and gain first-hand insights into the functioning of the European Union.

The training takes place in the context of a broader three-edition programme running until 2027, initiated by the Delegation of the European Union to the Hashemite Kingdom of Jordan, with the ambition of reaching up to 60 Jordanian diplomats and civil servants. 

By fostering knowledge exchange, strengthening institutional capacities, and expanding professional networks, the programme contributes to the implementation of shared EU-Jordan priorities and supports the further development of bilateral relations. The launch of the second edition thus forms part of a commitment to investing in the people and institutions that help build stronger, more effective, and sustainable EU-Jordan cooperation.
