Second Thematic Workshop on Green Transition and Climate Change | EU-funded El-Hiwar III Project

In the framework of the EU-funded project El-Hiwar III, the College of Europe Executive Education, Training & Projects Office organised an online workshop on Green Transition and Climate Change on April 10th 2025. 

This thematic workshop brought together representatives of the European Union (EU) and the League of Arab States (LAS) to discuss cooperation opportunities on the issues of climate change and its antidote, the green energy transition. This exchange represented a follow-up to an earlier thematic workshop, organised on 20-21 November 2023, which led to a strong willingness to seek the current momentum and cooperate strategically on these matters. 

The workshop discussions were based on a Policy Paper written by Dr. Simon Schunz as a result of the first workshop, which presented several key recommendations. Both the EU and the LAS highlighted the recommendations’ alignment with their respective policy initiatives and agreed to promote regular exchanges bringing together EU and LAS thematic experts. They also convened to focus on subjects of common appeal, such as green hydrogen and climate finance, or energy efficiency and electricity grid development. 

Discussions underlined the need to emphasise adaptation measures, particularly focusing on water availability and food security, and the relevance of technology cooperation and human capital development. Several concrete initiatives were already mentioned, reflecting how the strengthening of EU-LAS cooperation on the green energy transition and the fight against climate change is central to the regional agenda.
