The Role
Based in Tirana, the Facilities Manager will be reporting directly to the Head of Administration in Tirana and will work closely with the Director of Facilities in Bruges, ensuring that local operations are aligned with the College's standards, procedures and strategic objectives.
The Facilities Manager is responsible for managing and coordinating the day-to-day facilities operations in Tirana, ensuring the proper functioning, maintenance and availability of the facilities used by the College.
The role covers multiple locations, including the Representation Office, the University Student Residence (dormitory) and teaching facilities, and includes coordination with internal teams, external service providers, contractors and relevant stakeholders.
The Facilities Manager will also support the coordination and follow-up of facility-related works and activities related to the development of the new campus, in collaboration with the relevant internal and external stakeholders.
The main tasks and responsibilities of the Facilities Manager will include:
- Manage and coordinate the day-to-day facilities operations across the College's locations in Tirana in consultation with the Head of Administration;
- Ensure that facility-related activities are carried out in accordance with applicable requirements, internal procedures and agreed standards;
- Manage and oversee the housekeeping and maintenance teams to ensure the proper functioning of the facilities;
- Coordinate preventive and corrective maintenance activities and follow up on identified technical and operational issues, as well as manage, coordinate and follow up on facility-related works, repairs, improvements and installations, ensuring appropriate communication and follow-up with the relevant parties
- Liaise with external service providers, contractors and technical suppliers and monitor the delivery of agreed services;
- Support the coordination and follow-up of works and activities related to the new campus, liaising with contractors, suppliers, internal teams and other relevant stakeholders, without direct responsibility for construction project management;
- Manage the Facilities service’s budget, monitor facility-related expenses and provide the relevant information for budget planning and follow-up;
- Prepare and support public procurement procedures in collaboration with the Legal Office, and manage relevant contracts;
- Liaise with the relevant stakeholders and with the Director of the Facilities Office in Bruges on facility-related matters and operational issues;
- Coordinate with the Prevention Advisor in Bruges and relevant colleagues on health, safety and environmental matters related to the facilities;
- Take overall responsibility for the logistical and operational coordination of events taking place within or outside the College of Europe premises in Tirana, including coordination with external venues, suppliers, transport, catering, equipment and other service providers.
Your Profile
For the position of Facilities Manager, the College is looking for an organised and hands-on facilities professional with a strong technical background experience in managing and coordinating facility operations, maintenance services and external service providers.
Candidates should bring:
- A bachelor's or master’s degree in engineering, or a related degree in the Facilities field;
- Minimum 7 years of professional experience in facilities management, maintenance, technical operations or a similar role;
- Experience with public procurement is considered a strong asset;
- Good understanding of building systems, maintenance practices, technical infrastructure and asset management principles;
- Sound financial and budget-management skills;
- Excellent command of Albanian and English; knowledge of French is an asset;
- Strong organisational and analytical skills, with the ability to manage multiple operational priorities;
- Service-oriented, practical, proactive and collaborative approach;
- Ability to work independently while also collaborating effectively with colleagues and teams;
- Good communication and the ability to work effectively with internal and external stakeholders;
- Knowledge of relevant health, safety and facility-related requirements.
