Natolin Hosts the Training for Administrative Capacity of Moldova @ Natolin – Fostering EU Integration Expertise

The College of Europe in Natolin, in partnership with the Ministry of Foreign Affairs of Poland and the Solidarity Fund PL, is hosting the second edition of the Training for Administrative Capacity of Moldova@Natolin (PolTAC@Natolin).

The programme brings together Moldovan public officials and EU integration experts for an intensive exchange of knowledge on EU law, fiscal governance, and central banking practices.

 

Welcoming the participants, Mrs Ewa OŚNIECKA-TAMECKA, Vice-Rector of the College of Europe, highlighted that the current edition of the project is a “module of a broader programme designed to assist Moldova not only in preparations for accession negotiations but even more so for EU membership itself and for making the most of the opportunities it will bring to Moldova.” She also expressed hope that “the training session at the College of Europe in Natolin will provide participants with valuable insights into the experience and lessons learned by Poland, as well as by other EU member states.”

In her opening remarks, Mrs Zuzanna KIERZKOWSKA, Deputy Director of the Development Cooperation Department at the Ministry of Foreign Affairs, addressed the participants, noting that “ahead of you lie days of intensive work, knowledge sharing, and practical discussions. I am convinced that this will be a fruitful and inspiring time. For anyone committed to Europe’s future, the College of Europe in Natolin is a perfect place to acquire knowledge and understanding of EU law and practices.”

Mrs Justyna JANISZEWSKA, President of the Solidarity Fund PL, recalled that the Fund has a strong track record of delivering numerous projects in Moldova, but that PolTAC@Natolin is the first project implemented specifically for the civil service. “I am confident that, together with the College of Europe, this will be a fruitful experience for the participants and, more broadly, for the Moldovan administration.”

During the week-long training at the College of Europe in Natolin, the participants will explore the process of aligning national law with EU legislation and the implications of delayed or incorrect implementation. Further sessions will address the independence of central banks, including safeguards and financial supervisory perspectives, as well as various aspects of economic policy coordination and cooperation in the EU — for example, macroeconomic and budgetary forecasting techniques and medium-term fiscal-structural planning.

Furthermore, participants will also engage in discussions on effectively communicating European integration. They will examine Poland’s experience in identifying areas and formulating proposals for transition periods during accession negotiations. Based on lessons learned by Poland, they will have the opportunity to analyze the key prerequisites for the overall coordination of EU accession processes in a candidate country.
