EU Digital Diplomacy Roundtable

On 17 October 2025, the Department of EU International Relations and Diplomacy Studies organised a roundtable to discuss EU digital diplomacy.

The rapid evolution of technologies has the potential to bring about significant economic and societal transformations while posing new political and geopolitical challenges. The ongoing digital revolution in general and the rise of artificial intelligence (AI) in particular are reshaping diplomacy. This development also challenges how the European Union (EU) positions itself globally and how it makes use of digital tools in diplomacy. Digital diplomacy in its various facets has thus become an integral part of the EU’s external action.

This roundtable brought together experts form the EU and think tanks to discuss various aspects of EU digital diplomacy. The first panel focused on the EU’s digital diplomacy strategy: the new international digital strategy and cyber diplomacy as a specific part of it. The second panel addressed the use of AI and other digital tools in diplomatic practice and how the EU’s conflict prevention and peace mediation objectives can both be furthered by the use of digital technologies whilst also demanding a proactive EU stance on ensuring tech safety by design.

The roundtable was open to all College of Europe students and faculty.
