First executive education course delivered at the College of Europe Tirana Campus: EU Project Management
From 23 to 27 June 2025, the College of Europe delivered its first-ever executive education programme at the newly established Tirana campus with the EU Project Management (EUPM) training.
Bringing together participants from Albania, Bulgaria, France, Italy, Montenegro, Poland and the United Kingdom, the five-day course provided a comprehensive and hands-on learning experience covering the full project cycle. The training focused on equipping professionals with practical tools and methodologies to design, budget and manage EU-funded projects in line with current rules and strategic priorities.
The programme was officially opened by Dr Hubert Perr, Head of Cooperation at the EU Delegation to Albania, who offered valuable insights into the EU’s policy priorities in the region, the broader cooperation framework, and implementation tools such as the Team Europe approach.
The training began with an in-depth exploration of project design, helping participants structure proposals that are results-oriented and aligned with EU programme objectives. Midweek, the focus shifted to financial planning, with participants learning how to draft realistic and compliant budgets. The final sessions concentrated on project management, including implementation strategies, monitoring and evaluation, and best practices across the EU project lifecycle.
The course combined theoretical input with practical group work and peer exchange, creating a dynamic environment that fostered both professional development and international networking.
We are pleased with the very positive feedback received from participants, and we are confident that the skills and knowledge gained during the course will contribute to enhancing the quality of EU-funded projects not only across the Western Balkans, but also throughout the wider Neighbourhood and EU Member States. This type of exchange helps create multipliers who can contribute meaningfully to the effective implementation of EU external action.
