24th Bruges Colloquium in cooperation with the International Committee of the Red Cross (ICRC)

The International Committee of the Red Cross (ICRC) and the College of Europe were pleased to organise the 24th Bruges Colloquium on International Humanitarian Law (IHL). This year’s edition focused on humanity in war and the obligation to respect and ensure respect for IHL. The Colloquium took place in person in Bruges on Thursday and Friday, 21 and 22 November 2024.

As we commemorate the 75th anniversary of the Geneva Conventions, the Colloquium centred around the concept of humanity in war, as well as featured a reflective session on the opportunities, challenges, and best practices in promoting, implementing, complying with, and enforcing IHL.

The Colloquium explored some of the contemporary challenges in ensuring respect for IHL, including partnering with and supporting parties to armed conflict. A session was dedicated to using new technologies in armed conflict.

The second day focused on the conduct of hostilities, with particular attention to the challenges in assessing proportionality and legal risks associated with high-intensity armed conflict.
